Social security is an outcome of the socialization of production and merchandise economy when they have developed into a certain stage. But the socialization of agricultural production and the development of merchandise economy relatively fall behind industrialization. Therefore, the peasants own the right of Social security later than those who work in the city. With the development of socialization and modernization in agricultural production areas, developing social security has been a historical and inevitable task.This paper analyze the basic circumstance of insurance for the aged in rural areas home and abroad; the coming of the advanced ages and the present condition of insurance for the aged in rural areas; the necessity and possibility of the government to get involved in this issue; the station and function the government can make. On the base of my analysis, I can say that Chinese government is in a vacant role in this problem.The social security system for the aged in countryside is a system in which the government should play an important and leading role. It relates to the people's living standard now and future that account for 70% of the totally population, so that the government is duty-bound to this problem.The government should speed up at lawmaking, promote the process of setting up the system, provide enough funds, supervise it and blazon forth the traditional cultural to provide a health circumstance of its development.
