Performance appraisal is often regarded as the most thorny and discouraging management activity of human resources in an organization. Nevertheless, being an important link and the core of human resources management in an organization, all management activities of the organization require performance management to offer substantial data and information and show them in performance appraisal. The validity of performance appraisal is not only relevant to each goal of the appraisal and the realization of the final goal, but also will have a big impact on the total human resources management activities and those numerous management activities in the organization, and even influence the realization of the strategic objectives. An effective performance appraisal system should center on the realization of the strategic objectives to ensure the effect and benefit of the appraisal , and further realize the maximization of the utility of performance appraisal through setting up an effective appraisal system by means of contingency, selecting qualified appraisers, adopting proper ways of appraisal, carrying out effective performance feedback and communication, keeping the unity of performance management, and trying to reduce the negative influence of the external factors.
