The Research Of The Exterior Restrictions To The S&M NSO Enterprises

The S&M NSO enterprises are one of important parts of our economy, they are a van to introduce the market mechanism, an important strength to absorb technology and push them advance, a main force to resolve the unemployment, their development has promoted our economy and stabled our society. In these days, they have entered a new stage of industry reconstruction, and need a favorable exterior condition. But they are being restricted by many exterior factors, and these factors are against the fair-play principle of the market economy, will do harm to the industry reconstruction. Aim at facilitate their growth, perfect our market economic system, this paper discusses the problems of exterior restrictions in our S&M NSO enterprises: Firstly, compare with other kinds of enterprises, this paper find that they are restricted in some aspects, such as: industrial acceptance, financing, taxation and the use of land. This paper analyzes the status quo of the exterior restrictions in details and discusses the causes, such as: the coexisting of two kinds of enterprises laws system, the support and policy is not on the point, the unbalanced development of industry in financial system, the imperfection of guarantee system and the causes of themselves; Secondly, these exterior restrictions lead to an unfair competitive condition, they will not only restrain their development, but also bring out many negative impacts to the whole economy, such as, because of the exterior restrictions, they can not absorb labours any more, and also, many of them aim at the national treatment of foreign enterprises and retreat their capital, leading to private capital fleeing; they lead to a shortage in public goods market, slow down the pace of infrastructure construction, and the exterior restrictions keep huge volume private capital off the finance system, that will disadvantage the reasonable utilization of private capital; Lastly, according to the causes of the exterior restrictions in the S&M NSO enterprises, this paper takes some measures to resolve these problems, we should unify the enterprises lex quickly, innovate the government censor system and strengthen the service, put the laws of promoting the S&M NSO enterprises into effect, quicken the reform of state-owned commercial banks, develop the private banks, widen the direct financing and perfect the guarantee system.
