The investment of information system has been a severe problem in the strategic management of companies. On one hand, the amplification of information system has gradually made it an effective way of improving the profits, developing potentials and main competition abilities of companies. On the other hand, the immense investment to the information system also causes the managers to face great challenges, such as how to define the information system while making the strategies and implementing them; how to clarify the relationship between the information system investment and business profits; how to evaluate the effectiveness so as to make clear the contribution of information system to the aims of companies, make better use of the information system and improve it. All of this has become the core problems that have caused more and more attention of the companies.Beginning from the two distinctive concepts of information system, which symbolizes the inconsistent and juvenile cognition of it, this essay is based on the theory that the strategic development of companies is the evaluation method of company information system, so that the temporary expectation of information system evaluation will not neglect the value of strategies. By this way, the writer tries to search an improved evaluation method so as to improve the theory of information system evaluation, and also hopes to find better and practical method to evaluate the information system of companies.The information system investment is a most important aspect of competition among companies in such an age of information and economy. Although great achievements have been made in company information system, we still face many problems that makes this information-based age present various "diseases". The great discrepancy between the actual application of information system and the expectation of companies also makes us have to re-examine and re-evaluate the function and value of information system.The evaluation of the function and results of companies is usually carried out to measure the conduct accomplishment in the financial aspect, of which the economic index is the most important evaluation standard. However, those commonly used methods have obvious blemish and shortages while evaluate the results of information system. From the beginning, the evaluation of the information system only pays attention to the technical factors of the information system, especially to thetechnique forerunner of the information system, the deluxe degree of the hardware and the diversity of functions, but only regards the information system as a technique system, and as a result, neglects the fact that the real purpose of the information system is the profits and development of enterprises. The information system is also a strategic system and the tool of management, of which the factor of persons occupies the more important position. So it can be seen that the serious misunderstanding exists in the evaluation of information system which is still pre-mature and needs more and further researches.Clearly recognizing that the information system is not only a technique system of calculator technique, network technique and database technique, but a gentle and compound one which is related with the management, strategy, development level and the character of employees of an enterprise, this paper commences from the relationship between the information system and the management and development of enterprises, and then analyzes the relation between the information system and the ideas and theory development of enterprises in order to study the further relationship between information system and the development strategies.The evaluation of the effectiveness of enterprises is a direct and management system carried out according to the requests of market economy. The evaluation theories and methods of enterprise results also constantly develop along with the development of ages and economy. The ages of knowledge-based economy also has a lot of flexible factors, experiencing three phrases which develops from the evaluation of cost to that of profits and then to the comprehensive evaluation that combine the former two kinds of evaluations.People's understanding of information system deepens continuously. From the defects of information system, people inchoately recognize the true value of information system that it can promote the management and support the strategies of enterprises. Clarifying the development process of the evaluation method of information system contributes to putting forward better evaluation method.Conclusion can be made that the evaluation of enterprise result runs parallel with that of information system and develop from two on-line to slowly take side of.The enterprises results evaluation lacks the valid method of information system evaluation. And the information system evaluation usually neglects its results factor. Great divergence exists between thetwo different kinds of evaluations, but the fact is that close combination of them will well direct the investment of information system and have profound influence on the information-based creation of enterprises. At the end, based on the cognitive view of enterprise strategies, this paper focuses on the evaluation factors that affect the information system. Through the analysis of various factors that affect the information system, the index sign system of information system evaluation is put forward. According to the characteristics of the index sign system and the requirements of information system evaluation, and together with the combination of various evaluation methods, this paper puts forward a kind of new comprehensive evaluation methods of information system based on the strategies of enterprises and study its concrete application.
