| The paper collects and arranges theories of regional economic integration (REI) to explain the necessity of South-North FTA (Free Trade Area). Then it traces back the negotiation of FTAA, marking the background , digging out the origin for every milestone and collecting the problems in the construction of South-North FTA . By comparing the current REI status between Brazil and China , it brings out the explicit suggestion to the China REI at the end of the paper.Besides the definitions and the characteristic of South-North FTA, the first chapter introduces the necessity of South- North FTA both abstractly and realistically. Then, on the basis of the different understanding of "FTA" which are cited from the more developed country (MDC) and the less developed country (LDC) , it concludes the research category of South—North FTA. Due to some unconquerable defect of the South- South REI, LDCs inevitably choose the South- North FTA which accords to the tide of the economic globalization. In addition, the correlative theories of REI are collected and concluded in this chapter as the foundation for later analysis. They are the traditional dynamic and static economy effect analysis, the Center-Periphery Theory and International Dependency Theory on LDCs' view and Post-Hegemonic Stability Theory in international political economics, etc.The second chapter traces back the negotiation of FTAA between Brazil and U. S. Brazil and U. S are the central countries of the America, so the negotiation between them determine the whole process of FTAA. In this chapter, it firstly describes how the negotiation between Brazil and U. S impact each interest groups. Secondly the ten-year negotiation of FTAA between Brazil and American are divided into three periods by two turning points. 1994-2000, no substantial events happened between Brazil and U.S. Both of them were on the way finding out how the wind blows. 2001-2003, Oct. the negotiation crepton. Brazil and U. S took their own scheme respectively and compromised nothing with each other. After the FTAA frame agreement released 2003, Oct., Brazil and U. S ran for the common points while holding the discrepancy. Finally, the negotiation comes into reality. At last, it summarizes the characteristic of the negotiation between Brazil and U.S.The last chapter presents the proper suggestion for the China economic globalization practice, referring to the negotiation between Brazil and U.S. The research holds its value for China position herself in the REI practice such as: AFTA-China FTA and APEC etc. |
