In China, the organization, operation, and the life cycle of the enterprises, especially of the state-owned enterprises are inevitably affected by the traditional Chinese social psychology which has been interwoven with the Confucian, and by the long-term planned economic system. The author expounds the crucial effect of "sincerity", a part of the traditional Chinese culture, under the condition of Market Economy, and hereby contraposing the lack of attention to sincerity in China's enterprises, especially in state-owned ones, the author indicates that the issue of sincerity should be respected. At present, the state-owned enterprises are in the process of transforming the managing mode, in the initial period of this process, the correlative systems cannot be consummate naturally. Under the influence of the traditional and outer unacquainted ideologies, many actions of lack of sincerity take place. Consequently the author analyses the issue of sincerity in the state-owned enterprises, by an anatomy of the issues of systematic and cultural systems, there upon the author presents the viewpoint that the construction of sincerity should start with the construction of system and culture. No other than by attaching importance to the study of the issue of sincerity in the development of China's state-owned enterprises, we can then acquaint with the form of organizing system, the organizing behavior and the interaction and development of organizing system, behavior and social economic system. And also we can probe into and appraise the reform of the China's state-owed enterprises deeply and correctly, cast about for the bridge for the rules of planned economy and modern enterprise's systems under the background of market economy in order to construct and perfect the social system for sincerity, and further we can probe into the enterprises' efficient managing and operating systems with Chinese characteristics in theory.
