Impact Evaluation On The Land Expansion Of Small Town

The low level of urbanization in our country is not adapted to the level of industrialization, which restricts the development of economy. To promote the economic growth, enhance the level of urbanization, to solve the problem of agriculture, rural and farmer effectively, we must develop the small town actively. The land expansion of small town drive the regional economic development. However, it also brings a series of social and environmental problems. In order to improve the small town develop healthily and continually, we must evaluate the influence on the society, economy and environment which caused by the land expansion of small town.On the basis of analyze the characteristics and the model of the land expansion in small town, the paper gives a qualitative analysis on the social, economy and ecological effect which caused by the land expansion of small town, and builds a system of comprehensive evaluation index system on it. Furthermore, taking the example of three towns of Wuyi, Pujiang and Panan of Jinhua in Zhejiang, the paper gives an empirical research on it. The conclusion is as follows:Conclusion one: Generally speaking, the impact caused by the land expansion is divided into two aspects, the positive one and the negative one. The negative ones mainly conclude three aspects. Firstly, the decrease of the cultivated land caused by the land expansion is not beneficial for the agricultural development. Secondly, the emergence of the farmers who lose their land increases the pressure of employment. Finally, the phenomenon of "Country in City" causes some social problems, such as the social order, environmental problems and so on. The positive one mainly concludes four aspects. Firstly, it improves the area economic development. Secondly, it enhances the income level of the farmers. Thirdly, it promotes the level of urbanization. Finally, it improves the living condition of the residence in small towns.Conclusion two: Seeing the impact caused by the land expansion, it is beneficial for the economic development of the small towns of Jinhua in Zhejiang. However, with the acceleration of the land expansion, the economic benefit of land using is descending. To the farmer in the small towns of Jinhua in Zhejiang and Tongcheng in Hubei, the income level of theirs has been enhanced generally with the land expansion. But, the previous one is higher than the latter one.Conclusion three: To the small towns of Jinhua in Zhejiang, their land expansion improve the ecological environment of them. The reason is: with the land expansion of small towns, the area of lawn is expanding and the waste water is been well dealt with. But the condition of Xiantao in Hubei is opposite. With the land expansion, their ecological environment is worsening, especially the water pollution.Conclusion four: Through evaluation quantitatively, we can see that the comprehensive impacts of the land expansion in the small towns of Jinhua in Zhejiang is well in general. To optimize the comprehensive evaluation, we must do the followingsemphatically. Thoroughly implement the decision about deepening inform and rigid land management given by the State Council, truly protect the cultivated land. Well arrange the farmer who lost their land. Perfect the system of the land purchasing and reserving. Accelerate the step of transforming the phenomenon of "Country in City" and enhance the intensive degree of the preserved land in small towns.
