Vegetable is indispensable subsidiary foodstuff in people's daily life. With the fast development of economy and the progress of society, as well as the improvement of living standard, consumers' ideas changed fundamentally, resulting in higher requirements on vegetable quality. At present, the quality of vegetable is the hot spot that people are caring about. Since 1980, the spread of agricultural chemicals, such as pesticide and chemical fertilizer, increased the yield of vegetable greatly. However, the quality of vegetable was polluted simultaneously. The quality of vegetable was also negatively affected by the escalating pollution of environment and the pollution produced in the process and transportation. The polluted vegetable brings harmful effect on people's health and life. As a result, people are becoming aware of that producing vegetable without pollution is of great importance. Meanwhile, pollution-free vegetable is becoming popular agricultural products among consumers. Consequently,pollution-free vegetable currently become the new orientation for vegetable production and the primary duty of the vegetable basket project, as well as the attractive aims that the producers pursue.Population -free vegetable is the primary products or proceeded products that produced according to the producing and processing standard of pollution-free products, certificated by the special agency and banded with the identification of pollution-free.The aims of developing pollution-free vegetable are supplying consumers with the good quality vegetable and eliminate the negative effect on the environment during the vegetable production.In this paper, the vegetable industry and the developmental situation of pollution-free vegetable, as well as the condition of the natural resources and production for developing pollution-free vegetable in Wuhan, the megalopolis in the central China and the objective in this study, were surveyed with the method of investigation and study under the direction of practical and realistic attitude, scientific views of development and the principle of sustainable development. The problems produced in the development and the causes were analyzed. The guiding ideology, fundamental ideas and principles on the development of pollution-free vegetable in Wuhan were constructed, proposing that the development of pollution-free vegetable production in Wuhan should be abided by the development together of the professional base in the outskirt of the city and the regional base for vegetable production. The necessity and significance of the development of pollution-free vegetable were analyzed in detail in terms of natural condition, advantageof resources, market demanding, and peasant getting rich. The plus and minus factors for the development were also discussed and the specific measures for availing advantage and avoiding disadvantage were proposed. The developmental project for the industry of pollution-free vegetable in Wuhan was preliminarily designed including the systems of production base construction, technique extending, quality standard, quality certification, monitoring and detecting, market managements, law guarantee, and leader decision-making, in order to realize the stable and healthy development of pollution -free vegetable industry and expend the export.
