After entering the socialist society, how to knowledge and treat private economy is an urgent problem needing to solve. After socialist transformation was finished basically, though the party has had relatively correct understanding to private economy, it implemented more and more severe policy in very long period from launching anti-rightist's struggle in the summer of 1957 to holding the Third Plenary Session of the 11th Party Central Committee in 1978 , which has hampered productivity's progress and left deep historical lessons. When history enters the new period of reform and opening-up, on the basis of drawing past experience and lessons, the CPC has gradually established private economic policy which encourages and guides private economy to develop. During different time because of the different understanding about its nature, its position and its function, the measures which encourage and guide it to develop are different. By the look of the whole course ,the policy's development underwent four relatively independent stage, i.e. forming,shaping ,maturing and perfecting ,that get in touch each other, and demonstrate the trend of a constant progress. The gradual progress of the private economic policy of new period is the result of the whole people and the Party's common exertion, among them, the general designer of reform and opening-up Deng Xiaoping has made historical contribution. His theory innovation has offered theory support for gradual progress of the policy , his respect to innovative practices of masses has offered practice basis for it, and his political intelligence has exerted unique function for it.
