Twenty years ago, when the team pattern was introduced by the first-rate enterprises into their productive process, the team managing system changes into advanced productive force immediately. Today team pattern begin to enter the most basic government organization .The study investigated 283 members form 28 leader teams in villagers and towns in the most basic government organization of Shouqian city through case study and questionnaires. We analyzed and compared the leadership team building and team effectives in villages and towns under different social and economic conditions.Through the investigation and the analyses, the main results of the study are as follows: Team building included three factors: team climate, information communication and goal identification. Goal identification is the most important factor in team building. Team effectiveness included two factors team performance and organization performance. Team building had a direct effect on team effectiveness; Main factors influencing on team building were leader behavior, team structural characteristics (age, work experience, etc.) and value-orientation; Leader behavior had three factor: relation-orientation, innovation-orientation and task-orientation. They had great effects on team climate, information communication and goal identification of team building, thereby affecting team effectiveness; The factor of group-valued orientation had a great influence on team climate, information communication and goal identification of team building, thereby affecting team effectiveness.Therefore, what we need to grasp during the high efficient team building in administration organization is the eight aspects as follows: Work out a common goal; Develop the team spirits; Train the team members; Treat the inside communication well; Hold some efficient meetings. Develop and encourage members ; Build the new types of leading role; Do the team assessment well.
