V.E. has become one organization operating mode in order to satisfy individuation market demand more quickly and more economical. In some industries they have found their positions and show their advantage. In order to pursue more bigger competitive advantage many others enter in the group of "virtues". But in fact few were succeeded. So many experts devote their time to this field and want to find the reason. Among the relative documents and research the main points are those obvious fields such as industrial characteristics or flow chains. Though the effect are nor serious. So some experts think that we may start from some latent factors that under the form. Affected by this the field that what role will enterprise culture do in V.E. came to our view. Up to now the research about corporate culture especially cultural role, building, managing are some words conclusion. This only fit for theory but not for using. For managers it is especially difficult. Compared with single corporation culture V.E.'s culture is more difficult to build and manage because of its characteristics. In order to solve this problem this paper will start from the structure of V.E.'s culture and then divide V.E.'s culture to some parts. Based on this we will discuss how to build and manage V.E.'s culture. This may decrease the feasibility for managers to build and manage their culture.The whole structure of this paper is : at first, the paper will discuss the knowledge about V.E. and enterprise culture. Based on this the paper will bring out V.E's culture. After the summary of V.E's culture's origin, definition, content etc. the paper will discuss V.E's culture's characters, funtions, form etc Besides it will analysis the building and management from two sides: enterprise culture as a whole and as some components. Among this the discussion from essentials side will based on the model of Hatch's dynamic cultural model. Hatch's dynamic culture model will be modified in order to fit the V.E.'s culture. On the basis of this model the paper will discuss the building and management of V.E.'sculture. In the analysis of V.E.'s culture's elements the paper mainly uses the qualitative method because of the characteristics of culture and the weakness of the author. And the paper also doesn't build the quantitative model. This may increase the difficult of managing and building V. E. ' s culture. This is the flaw of the paper.The innovation of this paper: use the dynamic culture model of Hatch, and then revise it use fit V.E.'s culture. Based on this the paper analyze the building and management of V.E.'s culture. It'll also bring some practical advice.
