The Research Of The Agricultural Structure Adjustment In Inner Mongolia

Agriculture has a very important position in a country′s economic development ,and the adjustment of agricultural structure plays a vital role in the rural area and in the development of agriculture. Since the Reforming and Opening, agricultural structure of the Inner Mongolia agricultural area, at some extant, has changed previous unitary and low-efficient structural formulas as the continuous deep-going economic system reform and improvement of the city and village residents′income level . The structural proportion of all departments in agriculture has rationalized , but compared with the high speed of market development, the adjustment of the agricultural structure is still rather slow .Both in working thought and typical measure, the agricultural adjustment of the Inner Mongolia agricultural area has existed many problems: misunderstanding in policy; unreasonable structure of agricultural industry; narrowness of improving farmers′income; similar structure of the agricultural area, single running pattern; low quality of agriculture and farmers; serious waste of the crops, the weakness of the governmental microscopic guidance; lack of actual adjustment of relation between industry and agriculture, city and village. The existence of the questions above, in one hand, influenced the adjustment of agricultural structure of the Inner Mongolia agricultural area; on the other hand, restricted the economic development of the Inner Mongolia. The evolvement of the agricultural structure adheres to the law of the industrial development, that is to say, to follow the increase of the economy, on the whole, in the agricultural structure, The percentage of the plant products decreased, the percentage of the economic products such as the livestock husbandry and the aquatic products, the machining of agricultural crops, forage, vegetables and fruits increased relatively; among the grain crops, the grain ration decreased, the forage and the industrial grain increased, high quality grain ration increased; low quality grain ration decreased. This is the normal law of the development of agricultural industry. The adjustment of the agricultural structure must follow the law to decide its direction of development: optimize the inner structure of agriculture, promote the full-scale development of planting and feeding industry; optimize the distribution of agricultural area; develop the machining of the agricultural crops, and improve the remarry efficiency of agriculture .In the process of the adjustment of agricultural structure in Inner Mongolia agricultural area, first, it should be on the basis of the profit and essential theories, make full use of the present superiority and advantage of the Inner Mongolia ′s animal husbandry. and develop it through the combination of agriculture and stock raising. This is the most direct and economical way of adjusting the agricultural structure, handling the problems of agricultural area, agriculture and farmers, the establishment of the market economy, it provides the wide market to the development of agriculture, meanwhile, it has faced with the rigorous challenge because of the weakness of social economy, low quality of the agriculture and the farmers in the agricultural area. It needs to combine the adjustment of agricultural structure and the industry. To develop the leader business, enterprise and establish the industrialized running system, develop the farmers cooperation, elaborate the governmental microscopic guidance to deal with the problems which can′t be settle by individuals, strengthen the combination of the process of the production. The structure in which village industry and city industry are seperated because of the traditional duality structure has not been broken.During the adjustment of the agriculture, developing village industry is another path. Baced on the practical experience of the agricultural structure adjustment , she should focus on the homoneous development of village and city machining industry; in addition, the adjustment should be done under the government microscopic guidance , and farmers should be the main body of the adjustment. We should promote the agricultural adjustment of the agricultural area in the Inner Mongolia through the systematic and technical creation.
