The measures put forward by the central government — to develop with state-owned economy as the leading force along with manifold-ownership economy and to strategically adjust the layout of state-owned economy — have not only provided extensive scope for non-state-owned economy but also injected vital vigor for the stable and sustainable development of China's economy. China's non-state-owned enterprises have entered a new phase of development. Heilongjiang Province is one of the important old industrial bases. During the period of the first Five-Year Plan, the country paid attention to the investment and construction of state-owned enterprises and they accounted for a large part of the economic factors of the whole province. Since 1997 the role of state-owned economy to boost economy has been weakened because of the recombination of assets, personnel distribution, and the adjustment of product structure in state-owned enterprises. Heilongjiang provincial government has set the goal to make non-state-owned economy account for 60% in the whole economy through various means. This has created very favorable conditions for our theoretical study. In this paper effective measures have been put forward to change the status quo of the province, enhance the position of non-public-ownership economy, and render the rapid development of the provincial economy.In this paper first the framework of the study both at home and abroad is introduced. Then the contents of non-state-owned economy are defined, and the evolution and function of the non-state-owned economy after the founding of the republic is analyzed. Finally the major problems in the development of the province are analyzed and countermeasures are brought forward to healthilydevelop the province's non-state-owned economy.
