Research On State-owned Capital Supervision Systems And Supervision Mode

How to strengthen and improve the supervision and management to the state-owned capital and ensure the value maintaining and adding to the capital in the process of the capital-owning system reform? This is the issue to deepen the economic reforms. Therefore, it is very necessary to establish new state-owned capital supervision and management systems and mode , which may meet the demand of the socialist market-oriented economic system. China has so far set up preliminary state-owned capital management, operation and supervision systems. Although the capital supervision system has made remarkable progress, its development has been behind those of the management and operation system over a long period of time. The previous stage of the reform focused on how to separate the capital management, supervision and operation systems but failed to distinguish supervision from management, The capital supervision system still exists as a sub-system of the capital management system. It is rather urgent now to speed up the establishment of the capital supervision system. With the understanding of the status quo of Chinese capital supervision system, the dissertation tries to illustrate the significance of reinforcing the capital supervision through analyzing the problems in the current capital supervision and management systems and mode, especially the sluggish development of supervision system and through using the foreign models of supervision and management systems as a comparison and reference. The dissertation asserts that the effective way to solve the problem of supervision is to set up the capital supervision and management systems between SASAC(State-owned Assets Supervision and Administration Commission) and state-owned enterprises with the state-holding corporation as a core.This thesis starts with the transition and the developing trends about the supervision and management to the state-owned capital of China, analyzing the status quo and the defect of the layout of the state-owned economy; The second, it points out that the difficulty in the reformation of the supervision and management to the state-owned capital is the executor of the state-holding corporation can't execute the policy. This article also analyzes the obstacles in the supervision, basing on thinking over this problem. The author puts forward new goal and new plan about the reformation of the supervision and management to the state-owned capital. At last, this paper gives some political measurements to improve the reform of the supervision and management to the state-owned capital.
