This topic gave an analysis on the traditional bid evaluation methods based on the owner's estimated price, indicating these methods has much discretionary subjectivity and is not rational. The lowest bid price method, as the internationally practiced architecture engineering bidding method, is widely adopted by the engineering projects in many countries and areas. In our country, due to without the implementation condition at the early stage, the lowest bid price method has not yet been effectively carried out. However, with the perfection of the related laws and regulations, with the revolution of administration mechanism, the enhancement of management level, especially the entering into the WTO, in order to adapt to the international competitive environment as soon as possible, the lowest bid price method has come to its actualization time. Referring to the lowest bid price method's basic principle, in conjunction with the actual condition in our country's architecture market at this time, implement the lowest bid price method with Chinese characteristic, that is the evaluated lowest bid price method. This text focused on the analysis of the problems resulted from the lack of related counterpart systems and measures during the spreading process of this Method, gave a discussion on the establishment and perfection of the counterpart environmental systems, supervision and control measures. Based on the specific cases, explained how to use the evaluated lowest bid price method, how to verify the bidding price is lower than the cost or not, and analyzed the problems existing in the evaluated lowest bid price method currently practiced in Sichuan Province,the writer's own suggestions was put forward.
