Although second-hand vehicle industry has the fire development potential, the current situation is not optimistic. Such serious problems as market disorder, and a lack of unified standards for assessing, still serious credibility crisis and increased competition etc have seriously influenced second-hand vehicle market development.In this paper, the inspections of the used motor vehicle start with the false-knowledge through motor vehicle number plate, VIN code, the vehicle travel card, the vehicle purchase tax, the road maintenance cost certificate and the certificate of transportation-permission; so that all kinds of the vehicles which were robbed, smuggled and redone can be excluded from the used motor vehicle market. At the same time, this article combines multi performance inspection with previous appraisal method of used motor vehicles technical condition, establishes second-hand vehicle's thousand point examination (static check 555 points, Not-moving start inspection 264 points, road test inspection 181 points). On the basis of the used motor vehicle assessment method, the paper chooses Production Costs Method and Current Market Price Method as the common methods of used motor vehicle assessment and improves it.The paper summaries common models and sales prices of the current market of used motor vehicle market through the statistical information, thus according to this reference, as well as information on their trading price provided, it can be conveniently and quickly use Current Market Price Method to assess and price. In the Production Costs Method, it analyzes the condition of residue ratio and considers that can assess by means of parts appraisal method and thousand point examination law to those vehicles which have more production costs.
