Network as the fourth medium has already become the main outlet that people obtain the information and participate in the political life now. The Internet is changing the political, economic, social, civilization environment of mankind. In the network society, common internet user is becoming the network political mobilization main force of political information spread, agitation, propaganda and so on.The multiple of the network political main body increases the unstable factor. The country, caste or individual uses network to process network political mobilization, accelerate network political enlistment in order to achieve specific political purpose. But the political stability of the county is threatened a certain extent. So, the county and management department should understand the communicating process of network political mobilization and establish corresponding control strategy.
