Over the years, Xinjiang Post Company has been the "technology revitalize post" as an important strategic work.Enterprise Informationization has played an important role in promoting business development,enhancing competitiveness and improving the management of postal level.E-commerce information platform of Xinjiang Postal in recent years,an project informationization, objective is a real logistics.capital flow,information flow in one,not only to achieve "online ordering, online payment, product delivery," the e-commerce industry chain, but also to achieve long-term business collecting charges. Therefore,it is necessary to build a unified, flexible configuration and rapid customization of collection charges system based on e-commerce information platform of xinjiang postal.The collection charges system based on e-commerce information platform of xinjiang postal will intergrate the postal system's internal resources and improve the competitiveness of collection charges of postal business and market share.It will also create "payment affirmed"brand of collection charges of Xinjiang postal,strengthening capacities of social service and public service.This paper imported the Rational Unified Process(RUP),which is driven by use cases and emphasizes iteration and incremental development, in system development process.The system is based upon combinationconstrution of B/S and C/S. "Domain" is applied to implement the system of mutual visits between the server.Weblogic Tuxedo Connector and Struts are used as the solution for users to communicate with the system on Web.After discussing the support techniques of the system, the paper applies these techniques and methods to analyze and design the entire system,gives concrete realization of the module parts of the system. Paper focused on analyzing business processes needs of collection charges and generalized systems use case diagram and designed major business cases. The system architecture design, subsystem design,functional design and safety design are discussed in details and description. This software system developed into a trial in Xinjiang Post Company. The results are satisfactory. It achieved the expected design purpose.
