3GPP Long Term Evolution (LTE) project is the largest new project which is started by 3GPP. The OFDM/FDMA-oriented technology can be seen as "quasi-4G" technology. Handover is an important function of mobility management, and it is also a key part in radio resource management. It acts a very important role in estimating the performance of the communication network. In the future, the need for the support of mobility in the wireless network will be stricter and users need a seamless connection when making a call. The drop of the call will be a bad experience for users. So there is a need for a better and more intelligent handover algorithm.This article first has a brief overview of the LTE key technology and its development. It introduces the various radio resource management algorithm used in LTE system. Then we tell the basic conception of handover, its category and the method used in LTE system. The traditional handover algorithms only take the signal strength into consideration and it has a lot of disadvantage. As the requirement of the networks and subscribes advanced, there is a need to improve the handover function. This article tells how to adopt fuzzy logic and multiple factor decision making method into handover algorithm. The two methods can both take different factors which influence the handover performance as input, and improve the handover decisions, such as reducing Ping Pong handover and making the UE stay in the right cell.Later, the article gives a brief view of how the simulation platform is built and gives the result of the simulation. The fuzzy logic method and the multiple factor decision making method can make wise decisions intelligently.
