When mobile devices users are roaming between heterogeneous networks,they need a procedure called vertical handover to continuing their communication.In this procedure,handover decision making and security mechanisms are key technologies to improve the users experience and enhance the security of mobile devices.Our work is focusing on these three issues:1. There is no handover decision mechanism in nowadays vertical handover standards.We proposed a user-side handover decision mechanism based on MEW algorithm and a network-side handover management mechanism based on SAW algorithm with users behavior analysis.2. In this paper,we proposed a handover authentication scheme using IPsec/SA recommended by IPv6 to protect the signaling messages between users and access points.3. At last,the result was got by using the simulator NS2 with MIH support.It shows that handovers optimized by media independent services is better than common FMIPv6 based on channel scanning mechanisms.
