3G was approved in china in 2008. According to statistics, the daily growth rate of mobile Internet users is more than the traditional Internet users. The one-way payment mode of the traditional telecom operators and users has transformed into a new model, which is a user-centric multi-profit model. The operator's competitors will come from the Internet, from the terminal manufacturers. In this situation, if the operator want to be the leader of new telecommunications industry, it not only be a channel, but also utilize their own resources to provide to users for new mode of content and services. How can the operators provide high value-added business? One of the hot spots is the mobile user behavior analysis, which records the user's behavior to provide the precise target service, provide the high value-added services to users, by which the operators and users can achieve win-win situation.Against this background, this paper to design a user behavior analysis system, which is located between the SGSN and the GGSN, or between GGSN IP packet networks in GRPS packet core network structure, in a semi-open network which, the security is more assured; system researches representative WEB browsing behavior, collects user data to be filtered, using data mining algorithms of SVM for classification; In addition, the user behavior analysis system directly connects with business generating the module, more specifically, with targeted advertising distribution sub-system, thus achieving accurate targeted advertising.First the paper analyzes the new challenges of telecom operators in the 3G era, under the background of which the system of mobile Internet user behavior analysis is proposed. The system is consisted of data acquisition module, data DPI module, content classification module and the user characteristic database module. The last three modules of the system are designed in detail. And then the experimental environment is built to give experimental results and analysis. Finally the characteristics of the paper as well as shortcomings are summarized, future prospect is also proposed.
