Financial institutions in China are generally organized in the structure where multiple branch institutions are under the control of a sole headquarter. Almost all financial institutions are highly dependable on the data and information they possess. Most of them save their data and information in their system in a digital form. Local branches of a major financial institution maintain a self-autonomy on business management, because they have access to a large amount of valuable resources. Thus, it is difficult for the headquarters to adopt the intensive management pattern over its local branches.Almost all major financial institutions then take a step to build their own centralized system for data storage in the name of "serving the clients and focusing on product and service quality." Centralized data storage has become an irreversible trend in the informatization of financial institutions. The Industrial and Commercial Bank of China (ICBC) has also initiated the system construction for centralized data storage. The ICBC has integrated its two major data centers, has established a system for product research and development, and has completed the full-function bank application. The ICBC has established a powerful database, has established an information management system that integrates immediate response, monitoring and decision-making, and has upgraded the management level in the bank.My project is derived from an ongoing ICBC development program. The previous monitoring system at the ICBC headquarter has its flaws. The old system could only monitor a limited sphere without keeping track of the middleware. It lacks the ability to include new applications to the event and is hard to extend its functions. The system is weak in performance monitoring and fails to collect data. Thus, it is necessary for the ICBC to develop a more powerful open platform monitoring system.My paper offers the design and construction of a new ICBC open platform monitoring system on the basis of a fully analysis on the functional and non-functional requirements. The paper first introduces the background of the construction of the new ICBC open platform monitoring system. The paper also provides a detailed analysis on the objectives of the system construction and the main content of the research. The monitoring system adopts the IBM Tivoli as its software development tool. The Netcool module under Tivoli could monitor the system state of the files and the performance of the operating system. The OMNIbus module could produce event report and performance report. Users could manage trouble monitoring by Webtop module, and classify the troubles according to their seriousness level. The system has a flexible structure. It could easily adopt new applications and extend its functions.The paper focuses on the reliability of the system framework, the accuracy of the event-dealing mode, and the stability and feasibility of the operating system. The program is currently in use in the ICBC and has improved the production monitoring level of the bank. The system has laid a solid foundation for the ICBC's future IT service management platform.
