With the development of Transportation Industry Inforrrmatization, the sicentific research on the transportation industry is placed more and more priority these years. Today, the promotion of Transportation Industry Information has become a key criteria to elevate the strongness of national transportation industry. To deeper investigate the transportation resources and carry on some inovative reasearch, the government has invested a lot of money to encourage relative departments of transportation to develop advanced scientific project. However, too many kinds of projects and a large quantity of paper work make it easy for traditional mandatory operation to make errors. Therefore, to efficientily and safely manage scientific projects, it is necessary to develop a sicentific project management system based on Web.Using good framework and architecture is the basis of system development. After discussing the technological detail, we decide to adopt B/S network architecture, MVC design mode and Spring framework to development this system. B/S technology has been populor over the world for its convenience and simpleness, so we use B/S instead of traditional C/S method. Providing enterPrise serviees for Plain Old JavaObjeets(POJO), the lightweight application framework makes the Web applieation system obtain serviees provided by the J2EE Platform without complex component. According to layering principle of Web design, we strictly seperate the service logic, the outside appearance and the dace access, improving the reusability and the scalability of the program.Based on the research on user demand and system objective, we divide the system into several modules. Trough three ways we comprehensively investigate the system:the first is premilinary design, and the second is detailed design, and the last is the implementation of key modules. In the premilinary design, we make clear the user demand on the basis of dividing personas, describing the phisical system infrastrature and fianlly, divide the system into layers according to MVC model and define the interface between the adjacent layers. In the second part, we have modulized the system and designed the details of each module. And the design of database is also included in the last of this part. After finishing the design phase, this paper gives the impelementation of three key modules, including the configuration of Spring, the Web pages of "View", the business process of "Control" and the database accessing operations of "Model".The tests show that this project management system has worked well. The Web pages are not only simple and pleasing, but also convenient for users to operate. The whole system is stable and scalable. In the end of this paper, we review the the contribution of this paper and further discuss the demanded improvement it in the future.
