With the Internet technology, e-mail service held the first steadily within the field of Internet application services, in recent years business value-added services as e-mail messages has been accepted by an increasing number of organizations and enterprises as well as individual users, but there are still problems; in which spam and e-mail confidence are more prominent problem. These years, we have made remarkable achievements. But we also block spam e-mail containing the commercial sector as a whole.An important reason why spam is Rampant: e-mail service is free of charge. This makes sending spam is almost without any cost to send more likely to receive greater benefits. Therefore, one solution is to make spammers pay for their actions. It is like the postal system in everyday life, as in sending an e-mail, you need to e-mail "paste" on the "e-stamp." This article introduced the works with the composition of the E-stamp the agreement, security attributes, and processing of junk e-mail, etc.. On this basis, analyzes and summarizes the system's security mechanisms for e-stamps and electronic stamp systems are faced with a variety of attacks and threats. Subsequently, the emphasis in research and discussion on the permission-centered generation and certificate authentication conducted by the server load balancing, an approach is proposed using genetic algorithm to achieve the load balancing of certification center, the algorithm in-depth analysis, and will be experimental comparison with the existing technology. In its basis, through studying the server cluster load balancing techniques and genetic algorithm, improved the performance of the algorithm from the mathematical model of algorithms, and designed a load-balanced model of the electronic stamp certification center. Conducted a analysis for its performance. Experimental results show that to achieve a certain number of concurrent requests, the algorithm is better than the traditional load-balancing algorithm, shortening the average response time for user tasks, to fully utilize the resources of the entire system , achieves the purpose of load balancing better, and gives the corresponding achieve results.The preventive strategy of the attack on certification is another research focus of this article. We have proposed two kinds of system security prevention strategy. The first strategy prevents users from forging their own identity through real-name system. The second strategy Two is to use dynamic reputation between the 'fall' server of the server, in order to prevent the server from being used for further work.
