With the second leap in the Industrial Revolution, there is an increasing number of needs for energy. A certain degree of industrial of development represent for development of a society. However, the development of the industrial revolution consumes a large number of energy. Since the beginning of the 20th century over 70 years, the shortage of energy not only has been the world's problem, but also the problems faced by industrial enterprises. Efficient use of energy not only saved the input costs of enterprises, but also was the foundation for protecting the environment and establishing saving society. With the development of internet, the enterprise management is gradually entering the information age. Information Management System enables enterprises to easily manage on a unified management to reduce manual errors. The energy management system is an important tool for scheduling the limited energy. In order to make more rational use of energy, Energy management system needs to collect information on various aspects of energy in time, and analysis unified in the Energy management system to manage energy convenient. The most important issue of this paper is that how to develop the efficient Energy Management System, and how to use and maintain on efficient. That is to say how to improve the scalability, flexibility, and maintainability of codes.In the current MVC model, Web development is most widely used in three-tier model. This article discusses the development of the three-tier model and expends the model to multi-J2EE framework. This multi-tier J2EE architecture consist of Struts2 + Spring + Hibernate + SiteMesh, hereinafter referred to as SSH2 + SiteMesh. This Paper discusses the difference and advantages between the SSH2 + SiteMesh and J2EE of single-layer structure, described specific implementations of the framework and the efficiency of such a framework.This energy management system is design by the "open - close" design principle. We package the place where is changeable and a variety realization of a class, and realize pluggable way to achieve the target. It combines object-oriented analysis approach in system model and designs system by the purpose of improves software reuse and flexibility. Finally, the paper also describes the implementations of the energy management system in the SSH2 + SiteMesh architecture, and gives the used key technology in achieving process, and the experimental results show that the efficiency of energy management system.
