Network planning project is an effective way to plan project management technology. Also is an important modern management techniques for Management of systems engineering.And plays an important role In the civil engineering construction management.The meaning of uncertainty of network plan is very broad, in addition to including random fuzzy, incomplete, instability and inconsistency etc. Randomness and fuzziness of which is the most basic wood. Although people studied from the perspective of fuzzy uncertainty of the project. But this is simply the study of considerations from the fuzzy. Such as network planning based on Fuzzy Technology. However, more often, the uncertainty of the project both randomness and fuzziness, the two are closely related not so clear path Wei. So the combination of fuzzy and random research is necessary and reasonable.This paper start from the time of process of fuzzy and probability, and making the use of cloud model theory to study network planning techniques. Cloud model is the value expressed in natural language concepts and their quantitative characterization of uncertainty between the data representation conversion model, mainly reflecting the objective world of things or human knowledge in the concept of fuzziness and randomness.For network planning based the cloud model, Reverse cloud generator algorithm was used to converse the estimated time to the cloud model. Also forward cloud generator was used to achieve conversing the cloud model to the specific value.In this paper, network plan was created based cloud model theory. And a few of the key issues were studied.1,Cloud computing was amended, it was better for the computing needs of the network plan. to avoid the result of a negative time difference in network planning calculating.2,Analyzing the determine of the key lines of Network plan based clod model, And proposing the concept of Critical Path Group. Finally, discussing completion probability of network plan based cloud model. Proposeing a number of practical calculation methods3,Using matlab programming language programming to achieve positive cloud generator algorithm and backward cloud generator algorithm.
