Nowadays,as the development of various network applications, the number of services provided by Internet is more and more abundant, which directly contribute to make the whole environment of IP network complex and difficult to control.Consider from the demand of ISP for network management, it is quite necessary for them to acquire the exact network performance and its running status in time. This requires us to monitor not only the basic network parameters but also the quality of hot applications dynamically and timely. This is not only meaningful to ISPs, but also meaningful to service provider and terminal users. The basic network performance mainly measured by these parameters:delay, jitterbandwidth and packet loss. They can be tested by existing tools such as Ping and traceroute. For specific applications, the monitoring system imitates the terminal user to use the application and do statistic analysis based on the monitoring data.In this paper, I first give the basic research on network monitoring theory, and discuss about the newest development status in this area, then, based on active monitoring theory, we put forward the network monitoring of basic network parameters and network applications.Under the precondition of monitoring theory and monitoring goals, we designed and constructed our network monitoring system on the basis of current network monitoring modules, and give out the detailed system design and implementation of every subsystem. Using this system, we can monitor the basic network parameters and network applications, and can also give the static and analysis result to users in the form of dynamic website.
