With the rapid development of technology, the Information and telecommunication technology has become the key role in both economics and social communication. It helps increase the productivity in the industry area and promote the progress of various areas. In the information and telecommunication technology, wireless mobile telecommunication technology is the most popular one. As the alternative of "last mile wireless access", WiMAX get a lot of attention, because it uses the latest communication technology and can provide internet-oriented high speed connection. It has many advantages such as bigger coverage, higher data transfer speed up to 75 Mbits/s and so on.This paper provides a summarized, systematic concept of WiMAX system and different kind of technology that might be used in the WiMAX system, such as OFDM technology, MIMO technology etc. and in the end, A whole solution of WiMAX downlink receive PHY is given which include synchronization, de-scrambling, equalization, de-constellation and decode etc. This solution is used in mobile surveillance system which is based on IEEE 802.16e.In chapter 1 of this paper, the history of mobile telecommunication is presented, especially the third generation mobile communication; In chapter 2, the whole concept of WiMAX system is introduced, which include the background, technical and protocol feature. In chapter 3, the design methods of mobile surveillance system are showed, which include the design of frame structure, system parameter. In chapter 4, the key algorithm used in the downlink receive system are discussed. In chapter 5, a solution based on DSP development is provided. And we conclude in the final chapter.
