Stratospheric communication system has aroused extensive attention as a new application of wireless communications field in recent years. Including the ground control center, the gateway station and mobile terminal devices, it uses high-altitude communications platform located in the stratosphere as a relay station or a switching center. Stratospheric communication system can provide fixed and mobile communications services for multi-user and multi-purpose with ground system or satellite system's strengths, and it has a broad application prospects.The paper discuses two key technologies of the stratospheric communication system. The first one is the network control and management techniques, including network management model and functions. The second one is to design the overlay mode in order to increase the system capacity. In this system, the information platform uses a multi-beam antenna to form a cellular structure, and the mobile terminal use the radio channel through space division multiplexing. The main content as following:Firstly, the paper designs the network management model of the stratospheric communication system based on the Simple Network Management Protocol by comparing the stratospheric communication environment with other communication environments, and then discusses the functions of the model and defines the modules.Secondly, the paper focuses on the change of the cell capacity in the stratospheric communication system. The paper discusses three overlay projects of stratospheric systems and ground systems hybrid network and their cell capacity. Theoretical analysis and numerical calculations both show that the performance and the realizability of the Ring Coverage Project have some advantages and the project has practical application value.Finally, the paper summarizes the research and puts forward improvement advice and the future direction of the research.
