With the characteristics of distributed architecture, irrelevant to the type of access and interfaces with open standard for service controlling, IP Multimedia Subsystem (IMS) has become the core control level of Next Generation Network. Based on the work done from 3GPP, ITU-T and ETSI TISPAN developed a set of standards for the NGN. PSTN/ISDN Emulation Subsystem (PES) is one of the control plane functionality of TISPAN NGN architecture to provide the traditional services for the POTS/ISDN terminals. Access Gateway Control Function (AGCF) is the new core entity in the IMS-based PES. AGCF is the first point for residential gateway and access gateway to access IMS network, which completes the function of gateway control, interworking with RACS/NASS, communicating between types of signals and SIP user agent.Design and implementation of AGCF device can perfect the FMC solution and promote the integration of telecommunication networks. With the AGCF, the service provider can provide both mobile and fixed services by the same lost cost network.This paper presents the design and implementation of AGCF device, including requirement analysis, HW/SW platform choosing, software architecture, software modular design, SW implementation and system verification. On the basis on the brief introduction of IMS and TISPAN NGN, the paper expatiates on the IMS-based PES solution and the function of AGCF which is the core entity in IMS-based PES solution. In this paper, the requirement analysis of AGCF device, the software architecture of AGCF process, division of functional software entities, and internal communication mechanism are discussed in detail. Then it focuses on the design and implementation of Feature Manager-the most important functional entity of the AGCF process. After that, the paper presents the configuration, test tool and test cases in offline and online test. At last, it's the summary of work.
