The mobile number portability system provides a service, which subscribers can change their service provider and do not have to change their mobile phone numbers.According to the history of the MNP and MNP for 3GPP, there are two solutions, the one is based on the PSTN, the other one is based on the mobile network. Regarding the rapid development of mobile telecommunication, the implementation of mobile number portability has more value than the solution based on PSTN.First of all, the main solution about the mnp in the world currently have been done in this paper. Regarding the specific conditions of Chinese Telcommunication, we decided to choose the solution base on the SRF(signaling relay funcation). In present, our solution is for the GSM network. The big difference between the GSM network and the CDMA network in the MNP system is the format of signaling. The issue can be solved by some improvement while handing the signaling. The second thing, the author proposed a SCCP-MAP-SRF solution and designed the system to achieve the goal. And then, this paper described the implementation in detail, such as the modules of the system, the processes of the signaling. During the SRF module, the signaing can be handled in the SCCP layer of SS7 stack. Thanks to the NPDB, the SRF module can decide the signaling routing. Because of the core network will be based on the IP network totally in future, the MNP system used the sigtran stack so that the signaling can be transfered on IP network.Finally, accoding to the requirements by China Mobile and China Unicom, we tested the system and the functionalities of the system have been verified well at last.
