With the rapid development of Internet services in recent years, IP services showed rapid growth. As the statistical forecasting, IP will carry varieties services including data, voice, image, etc., which will form the main body of the future information transmission network. Optical transponder network will introduce the control information into the optical layer with the core of Dense Wavelength Division Multiplexing technology as well as the target of intelligent optical switching network. The next-generation optical communications network has gradually become a focus for researchers, which will meet the larger size units'information exchange for the future network.IP communications services own the self-similarity compared with the traditional. Therefore, the next-generation optical network carrying IP services will face not only the require of transmission capacity and the access network, but also need the optical layer to provide optical switching capacity and switching to a higher intelligence. The objective of this paper is building a more economical, more flexible, more efficient and able to support real-time services of all-optical networks through the adaptation of network IP layer and optical transport switching layer, to ensure the accuracy of different IP services, real-time, transparent transfer and exchange requirements.As the various types of IP services has different delay and delay jitter requirements on network transmission, for example, data services require a reliable transmission, voice and video services will not affect the network quality of service in case of a small amount of packet loss. Therefore, the QoS technology is introduced to optical burst switching network to improving the quality of service for real-time business, at the same time to ensure accurate and complete File Transfer Protocol or Hypertext Transfer Protocol. To better improve the utilization of network resources, it usually adopts the means of statistical multiplexing to statistic the network resources multiplex in the OBS network, which will result in BDP "conflict" generation. For example, when two or more burst of data packets in the same output port of the same wavelength channel reserved bandwidth for the core nodes in the network, it will lead to BDP output competition. And competition usually produces a BDP loss. Since the statistical probability of burst packets is difficult to predict, therefore diminishing the packet loss rate resulting from competition in optical burst switching technology has become an important issue needed to be resolved.Based on studying the features of competing solutions supporting QoS of current literature, the competitive solution based on TWC and FDL is used in this paper. The solution build a feedback buffer and all-wavelength converter exchange system through feedback FDL optical buffer combined with technology of adjustable wavelength converter. First its theoretical is studied and analyzed, then simulated on OPNET software. Simulation results show when the strength less than 0.6 in the network business, it can effectively reduce the overall system loss rate, and the sudden end to end packet delay is also able to meet the top business service quality requirements.
