Nowadays, informatization is a trend of world development. Information resources are the most important strategic resources in the human society. Information is very important in today's society, in the face of the various groups of information conflicts and contradictions of the information society. the correct application of policies and legal means to these actions is extremely important. At the same time, a series of specific policy measures in the government institutions, social organizations, enterprises and other organizations are implemented. Information technology has brought great convenience to us, but also bring a lot of information problems in the use of information technology, we must be preceded by the management and development of information industry to develop appropriate programs of action.Information is one important economic resource of organizations, and the key to organizational growth issues is to collect information and improve the quality of information. "learning organization" and "information-based organizations" all require that information should be shared within the organization, and the practices of organizations tell us that departments within organizations are very difficult to obtain necessary information, when the information is considered to be power and interests. Once people's jobs depend on the information at their disposal, information sharing will be difficult to achieve. Many practices of the establishment of information-based organizations have been failed, because they don't realize the importance of information, and do not use information policy to the specific management activities.In this thesis, we study information policy on the organizational level, and micro-information policy research is an important part and a new area of information management science. This thesis is divided into four parts. In the first part, we give the research background and research purpose and significance. The second part is the literature review at domestic and abroad. In the third part we study the information content, structure, system, and show the organization of information policy. Part IV and Part V are the focus of the thesis. In the fourth section, we analyze the organizational model of information policy studies; In the fifth section we discuss the implementation of information policy and application of the model.
