Source coding and channel coding is designed Independently in traditional communication system. However, now we are facing an increasingly complex environment of channel, through joint design source and channel coding, the system will get better performance gain. International Telecommunication Union and International Standard Organization proposed H.264 video coding standard, it is the newest video coding standard. it follows basic frame class of anciently standard, and extends many new video compression algorithms and new technologies, the new technologies can improve the compression ratio of the data, but the video steam is easily affected by error during transmission. In these days, the joint source-channel coding is widely used in wireless video transmission and it is proved to be a good method for wireless video applications.Firstly this article describes the basic components of communication systems, and source coding, the basic principles of channel coding and joint source and channel coding, and describe H.264 video coding standard simply. Which includes H.264 standard structural system, the basic framework and its key technologies and other information. And analyzed the key technologies of the H.264 standard.And then introduces the turbo coding, which is belonged to channel coding, and then describes the techniques of joint source and channel at present, and proposes an improved joint source and channel coding based unequal error protection. the scheme make use of a new data partitioning method, it research on making use of Turbo codes with different rate characteristics,and protect the date according to the unequal important of video date, the video frame will be divided into two pieces using FMO strategy, and then the slice will be distinguished by the sensitive of the macro block of the percentage of error for the importance, and then slice will be protected with the unequal error protection, and make use of error concealment at the receiver. The simulation show that the proposed UEP scheme can improve reliability of transmission, and has better error resilient performance can gain 1 dB PSNR in average than the UEP program under the same conditions.
