Multirate signal processing is an important part of modern signal processing, which has achieved great development in recent decades and has been successfully applied in many fields. The rules of sample rate transform is deeply analysized in this paper in the frequency aspect, and the efficient realization structures and theory of mutirate sampling systeme is further studied either.Mutirate sampling system needs filters to improve its performance. The method and theory of general filter design is firstly studied in the paper. In the next part, main attention is put in to two mutirate sampling filter which is cascade integrator comb (CIC) filter and halfband filter(HF). According to the characteristics of the multirate signal processing and several high efficiency filters'configuration, a programmable sampling rate device bases on FPGA using CIC and HF with a sampling rate changing between 2 and 256 is designed. In order to analyze the application of the characteristics of Polyphase filters in multirate signal processing, a fixed number interpolation device is designed according to the polyphase structure.The hardware and FPGA design of radar signal process equipment of some type is elaborated in the end of this paper.
