Design And Implementation Of CDMA1X-based Subsidies Management Information System

In order to increase the income of the farmers and ensure the national food security, our country have taken a variety of policies and measures to increase the farmers'enthusiasm for growing grain and encourage the farmers in carrying out activities of food production. With the input of The"ARF"Program (Agriculture, Rural areas and Farmers) in our country has gradually increased, the form of financial support for agriculture in our country was changed gradually from the original subsidy to the circulation section to the direct subsidies to grain-growing farmers, for example, the grain subsidies, the agricultural subsidies and other subsidy policy which is the most commonly used financial policy instruments and regulatory measures for supporting and protecting the agricultural of our country, so that the farmer's direct income and the motivation of growing grain could be increased. At the meantime, the government will adjust the annual grant amount of the plants and crops according to the market needs and guide the farmers to upgrade the planting structure, which can effectively protect the planting structure and area and ensure that the grain output is steady. All of these are related to people's livelihood and they have strategic significance for our country, especially at the current time in which Financial Crisis and Food Crisis happened frequently.This paper aims to solve the problems occur in the process of carrying out the fiscal policy for the farmers'direct subsidies of our country through information management tools. We have developed a "Grain Farmers'Direct subsidies Information Management System" which has served a Four Level network platform. The core of the system starts from the need of our Provincial level of Finance Departments and have covered the Provincial Financial Department, the entire counties (city) Finance Bureau and the township finance, alltogether four administrative units. Through the computer network and the database technology subsidies, we are trying to make the management of Grain Farmers Subsidies become more scientific and efficient. The system collect the information through the basic information of farmers, land area, land type and grain-growing species-wide, set up the files of the farmers, calculate the subsidies according to the"Annual Financial Subsidy Standards"and manage the whole process of calculating, allocatiing, distributing and monitoring the subsidies,. System uses the CDMA1X that covers the whole province as the network base, and using the VPDN networking technology combined with the corporate data line SDH network platform to build our own platform. Now, the system could cover more than 800 townships'finance department in the province. The system has two versions, they are Application Version and Management Version. The Application Version makes use of the SYBASE SQL Anywhere Database, which has flexible deployment and powerful functions. The Management Version utilizes SYABASE 11.5, which is a large-scale database management systems. At the same time, the system has effectively used the advantages and characteristics of the database and large-scale database. All the sections like System Requirements Analysis, design, coding, testing and technical support are scientifically planned and well managed. As for the Design Documents, we use the modeling tool called Power Designer which is produced by the Sybase Company. For The Front, we use the application development tools called Power Builder 9.0 which is also produced by Sybase Company. The Sybase Company has the high-speed development, and the procedure of application has a low failure rate.This system is a concrete realization of the information management concerning with the Farmer Direct Subsidies. It is a tool that solves the problem of large-collecting volume that exists in the traditional hand-collection, data dispersion and no transparency in the management. It can also achieve the aim of efficiently processing business and assisting management with regard to decision-making. By applying it in the Financial Department of Jilin Province for 3 years, this system have got a high degree of users'recogonition and application. At the mean time, it provided a new thinking and some solutions for the network that needed by some areas which have the characteristics of geographical dispersion, large coverage of network and requirement of high data security.
