The approval management of construction land is a very important part for the management of land use. The land resources are very scarce in Shandong province, however, the idle land and wasting phenomenon is more prominent. Therefore, more and more governments at all levels attach great importance to construct approval management reasonably, effectively and rapidly. As the fact that most applications are just limited to the general use of soft-hardware environmental improvement, they are short of pertinences about the land for construction use. So, it's urgent to conduct the information construct according to the land structure, person structure and the characteristic of the software and hardware devices. This article design and realize the management work according to its management work and situation and the system takes the application for the guide, and be able to satisfy the information of the present approval work and office online.After conducting detailed investigation of the whole process of land for construction use approval process and the requirement for office, the thesis starts from requirement analysis to complete architecture design and detailed design, and carries out system including land approval management, office system and personal application ultimately. Approval and management module of construction land is the core module of this system. For complexity and variability of approval business itself, the system provides flexible and comprehensive workflow definition tools and execution engine. It makes workflow integrate with electronic forms so as to set up business approval process rapidly. Office Module carries out detailed analysis and design on transmit-receive official document mainly, including registration, submission, rafting, approval, publishing, query, statistics, cancellation and archiving, etc. Personal application module contains functions of additions or deletions contact operation, commonly used software to download, internal communication record, personal information changes, password changes and other operations which is used to manage and maintain the regular contact with basic information by resources board staff of the various sections, to change the personal basic information, to use the commonly used tools conveniently so as to increase work efficiency. For the complexity in the approval management process and workflow in the office, the system uses hierarchical modeling and complex task distribution that is mainly used to deal with complex business processes, volatile business workflow engine business components and electronic signature.This paper adopts UP and uses UML as its analysis and design description language. It is based on multi-layer design J2EE architecture and establish system MVC framework using open-source STRUT which share a large market and is mature and stable. In order to reduce system development costs and improve system maintainability and scalability, this system use Hibernate as its persistence layer. Considering the system has the characteristics of multi-user, cross-platform, the system uses the b/s architecture design, role-based access control model access control subsystem, validate the user's identity, confidentiality and integrality of the information.Now, part of the system has been used successfully by some cities in Shandong province. It has a great effect and makes the management work for land for construction use more efficient.
