Recently, along with the rapid development of Internet, Internet users want to have better collaboration, and hope to participate in the network of their own initiatively. The traditional network model cannot satisfy all the needs. Peer-to-peer, commonly abbreviated to P2P, is a technology, which breaks the traditional client-server model, can be directly used to share computer resources and services to each by changes network operating mode from a centralized to a distributed. These computing resources include information data, computing resource, share and exchange of storage resource, etc. JXTA is a project originated by Sun Microsystem in 2001, April. It solves the problems of isolation and non-standard development in P2P systems, provides a set of standard that all the P2P applications can use and a single, safety, interoperable platform for the P2P network application development. This paper introduces the basic concepts of P2P and JXTA's history, development, definition, principles, technical structure and characteristics. Based on characteristics of train police's information transmission system, a P2P application, this paper abstracts JXTA and P2P network information transmission system's application model. Then, based on the specific P2P demands of train police and the network structure this paper gives JXTA-P2P information transmission system's design and realization, which includes information transmission, files transmission, files sharing, Cooperative Work and so on, including authentication, Information Encryption. Also, it gives design of secure communications and the technical details. Finally, the paper summarizes the work of this investigation on P2P and the object of next step.
