China is one of the largest maritime countries, rivers, marine resources are very abundant. In the eastern coast region of the country where is more economically developed, the cost shipping is low due to large volume of transport demands. Since the reform and opening up, China's rapid economic development and the needs of industries is growing. The demands for the shipping industry continued to increase and have seen significant development of the industry. As a result, the increase in the number of ships sailing in the limited channel circumstances inevitably lead to congestion of ships. This makes the navigation environment complex, and the ship management decisions difficult. Therefore, how to effectively use the ship management tools, and to keep efficient management levels become a top priority of the vessel traffic control department. "Ship's navigation and monitoring system" is designed to solve this problem with advanced information technology and network resources. It provides better positioning, communications, inquiries, monitoring and management functions for ship and vessel traffic control department. These functions can provide ship and vessel traffic control department with efficient, comprehensive and effective information management tools in order to eventually reach waterways intelligence purposes."ship's navigation and monitoring system" uses international standards S-57 Electronic Chart Display and Information System as the visual information platform, with ship to shore communication link in a timely manner to obtain the dynamic information and real-time positions and related information, which are automatically displayed in the electronic chart. This system is used for resolving real-time interaction of ship' s dynamic information, to achieve the purpose of ship's information real-time displaying in electronic chart display.The thesis explains the follows:(1) The combination of design requirements of "ship's navigation and monitoring system" , summarized communication principles and methods of the server of navigation and monitoring system. (2) Presented that use ACE communication technology for design of "ship's navigation and monitoring system". The method completes the implementation of the whole event demultiplexing with I/O completion port and event handlers, which improves the ship's real-time dynamic data transfer and communications server stability.(3) The establishment of communications server's overall framework of "ship's navigation and monitoring system" base on ACE communication technology. This framework achieves real-time data exchange of the AIS data, the pilot data and the scheduling data.
