In recent years, not only the construction of infrastructure such as city roads are growing fastly in the world, but also the transport needs of the countries are increasing quickly, especially the rapid increase in the number of motor vehicles in our country, and resulting in more and more serious traffic problems. That using traditional methods has become more and more difficult to carry out effective management of vehicles.The current monitoring technology for road vehicles is the image or video identification, and there are some shortcomings difficult to solve in the peccancy video snapshot technology and electronic monitoring technology in practical applications. Radio frequency identification technology is a non-contact automatic identification technology, the use of radio frequency identification technology for the realization of digital traffic information, automatic vehicle identification and management of intelligent vehicles, provides an excellent platform for front-end information has been gradually applied to Automatic Vehicle Identification railway, highway vehicle identification, container identification, parking and other traffic management field.In this paper, urban road vehicles as the research object, through the RFID tags installed on vehicles and reading devices installed in urban road sections and intersections, will be automatic identified according to the movement. It could serve to monitor and restrain the illegal activities of the driver and improve the urban road traffic. By using RFID, the vehicle monitoring system will to make up for the existing shortcomings of road monitoring technology and improve the efficiency of urban road.The paper first outlines the concept of intelligent transportation systems, a systematic review of urban traffic monitoring system at home and abroad for the development, the development history and the research status of RFID. In this paper, the composition of radio frequency identification technology, working principle and data transmission and security are in a detailed and systematic exposition. There are some especial characteristics in monitoring of road vehicles, such as wider roads, environmental complexity, and control of higher accuracy, therefore, the system must hasve the advantages of longer reading distance, higher reading correct rate and smaller environmental impact. In this paper, on how to choose how to build RFID equipment and RFID systems have done a comprehensive introduction.This paper describes a detailed analysis in the components and architecture of vehicle monitoring systems, and introduces the use of commonly used long-range integration of DLC-6890 reader and MIND and other anti-Metal RFID hardware devices, the use of Visual C++ 6.0, SQL Server 2000 database software systems, and finally a complete radio frequency identification system is designed through the RFID internal encoding and serial communication protocol.In this paper, the real traffic environment rules is studied and the monitoring algorithm to determine the direction of traffic, and the analysis of red light running, retrograde, speeding and peccancy parking is discussd. Six parts of the system software and three subsystems are designed, and the in-depth research on development of reading and writing software and database design are achievement. Finally it gives a brief analysis of the system's functions, sush as the road intersections and road sections monitoring, traffic statistics, traffic lights and follow-up of dynamic regulation, checking a suspicious vehicle and so on.
