With the development of internet service and the increase of the customers groups, telecom carriers are facing various kinds of problems to settle in spite of high profit gain. Continuous increase of customers lead to large scale expansion of network without improving the satisfaction degree. Network Congestion and network delay hinder service increasing of IP services. Some rising technologies, such as VOIP, IPTV, and 3G and so on, are going to be extended widely, which base Carrier Network on IP network. However, existing IP MAN (Metropolitan Area Network) can't provide enough support to such services highly requiring real time. Moreover, even if to set up a new IP network to support these services, because of characteristics of IP network, it still couldn't be ensured of transmission quality. Therefore,we need a new mechanism to provide transmission quality assurance for network highly requiring real time. For these reasons, QoS of IP network displays its significance gradually.This paper based on the situation of XiaMen MAN QoS Deployment project,investigates how to build an end-to-end Integrated Services MAN with carrier-class quality certification, high safty ensurance, which can provide operational and manageable service capability and multi-service control capability for telecom networks. The main works we have completed include:1.First,we study all kinds of IP QoS technique and network building pattern.2.Then have an analysis of network structure and service of XiaMen MAN, discuss some existing typical problem about network-service.3. Bring about the analysis of the different demand MAN bussiness.4.On this basis,we make a choice about XiaMen MAN QoS technique carefully, and make a plan about XiaMen MAN QoS grade. In the end, we design all kinds of real services to obtain QoS guarantee arrangement in XiaMen MAN.5. Make an evaluation about the effect of QoS deployment, and has proven the test project deployment implementation validity.6. The test shows that: with the existing technique of MAN and with the possibility to maintain network structure and to control bandwidth input, after the deployment of QoS control mechanism on DisffServ model, IP-MAN of XiaMen telecom has the ability,which it can recognize , differentiate and control the users and businesses,well, it can also improve the quality on the key point services , decrease higher level service influence degree caused by the burst traffic, as well as better the net to adapt to the unusual fluctuations .so it can implement the differentiated services on the Different Class users and businesses.
