With the development of multimedia technology and the network technology, and as well as the requirement of secure assure, the research on remote and real time video monitoring system has been a hotspot. Based on the research of video monitoring technology and Davinci technology of Texas Instrument (TI), a remote video monitoring front end and terminal based on Davinci is designed and implemented. Front end and terminal compose a single target video monitoring system.The most important feature of the Davinci platform is the dual-core processing technology, which integrated an ARM core and a DSP core, and this technology can increase the digital signal processing efficiency. With the consideration of the cost, we must cut down the hardware structure of the Davinci platform, and design a tidy hardware structure. Software includes vedio monitoring front end module and monitoring terminal module. Front end runs on Davinci platform, and it supports multiuser simultaneously monitoring. Terminal runs on PC. Front end and terminals communicate through the network.For optimizing the quality of the monitoring video, four controlling strategies are proposed, including zero-copy buffer strategy, dual-thread strategy, network congestion inhibition strategy and coordinated decoding/encoding speed strategy. The zero-copy buffer strategy can effectively reduce the load of the montoring terminal. The dual-thread strategy can increase the efficiency of parallel processing. The network congestion inhibition strategy can reduce the packet loss rate. The coordinated decoding/encoding speed strategy can ensure the balance of the delay and fluency of monitoring video. Delay, packet loss rate and fluency are used to evaluate the performance of the system. The experiments results show that with the increase of the time the delay keep stable, and the packet loss rate and pause decrease significantly after optimizing, and the performance of the system can meet the practical requirements.
