In recent years, agent-oriented software engineering are gained more and more attentions of the researchers and practitioners. It is taken as a technical revolution in the domain of software engineering. Agent is characterized with autonomy, reactivity, pro-activity, social-ability and so on. In multi-agent systems, agents should interact and coordinate with each other in order to achieve the tasks. Therefore, such technology are being used to support the development of complex systems in such areas as e-commerce, decision support, process control, etc..Current practice for dealing with urgencies in Chinese Armed Police Force (CAPF) is a manual process that is slow, tedious, low efficiency of departments cooperation, and prone to human factors. This thesis utilizes agent-oriented software development technologies, in virtue of agent-oriented software development methodology-Gaia and multi-agent system development platform-JADE, designs and implements an agent-based decision support system for disposing urgencies.The thesis introduces the related technologies of agent-oriented software developing, and then describes the technical details of agent-based decision support system for disposing urgencies, including agent-based requirement models, software architecture and algorithms based on JADE platform, designing and implementing of decision agent, etc. Finally, the thesis also describes the software prototype of agent-based decision support system for disposing urgencies and through an application case to demonstrate the operational effection.
