The Research And Design Of The EPC Cost Control Platform Based On A Rule Engine

EPC stands for Engineering, Procurement and Construction,the meaning of EPC refers to a project carry on the Engineering, Procurement and Construction. EPC is an international popular project contract model and which is being vigorously promoted in China. In recent years, the competition in the EPC market becomes increasingly fierce as more global large-scale enterprises enter into the market. Under this condition, it is common consensus to control the cost of the EPC project. Because the current EPC project cost control involves erroneous perceptions, in practice which is the lack of scientific and systematic method to guide, it leads to the EPC project cost control is still in a relatively lower level.In this thesis, first we design and implement the EPC cost control platform based on the rule engine. Then we build EPC spend management solutions for EPC projects. Our spend management solutions consist of three main components: Procurement and Sourcing, Travel and Expense and Electronic Form (e-Form). The rule engine is designed in such a way that it could accommodate various rules in the three applications which the aboved mentioned, so EPC spend management solutions can be strictly control the cost of EPC Project.The work of our thesis could be summarized as follows.1. We describe the prototype system of the cost control platform related to EPC project and put emphasis on the design and implementation of the components of the prototype system.2. We describe the details of the rule engine and related algorithm. We propose a new way to improve the efficiency of the algorithm.3. We present the design and implementation of the Travel and Expense application on top of the EPC cost control platform. This system is mainly used to control the EPC project in the course of travel-related expenses.4. We present the design and implementation of the Procurement and Sourcing application on top of the EPC cost control platform. This system is mainly used to control the EPC project procurement-related costs. We also describe the methodology for developing applications based on the rule engine.To summarize, EPC cost control platform not only strictly control the EPC projects cost, but also make the EPC project cost management process more efficient, agile, transparent and earn the profit for the enterprises.
