At present, researching on the standards of information data elements and application has become an urgent need for the traffic industry. This paper is based on the background of Shaanxi Provincial Transportation Data Element Dictionary and analysis of the existing research results of data elements. Aiming at the lack of storage structure and management system, the paper carried out the research on storage structure of data elements and developed the management system of data elements.In the paper, it analyzed the basic idea of MOF and the model framework, detailed modeling method of Cell-Cell model and brought forward an idea about the storage structure of data element using MOF. By comparing the relationship of associate, extend and aggregation in data element object, it studied on mapping method between data element object and database, "zhuang-hao", for example, which has been established by the Ministry of Communications.The paper also analyzed the existing data element query system, gave suggestions to improve the program for its shortcomings, such as importing and exporting of data element, the algorithm of recommended field name attribute and AJAX asynchronous data exchanging in depth-research. It used MVC model to design the system on a basis of J2EE architecture using and give a detail design for query system of data element. Then it finally implemented the management system of data element.The Provincial data elements which have been researched in this paper can provide a unified data standards for application system, give a prerequisite for eliminating information isolated island and sharing resource. The formation of its research, such as data element classification methods, extraction methods, thinking of metadata storage structure, will be useful for building data elements of other industries.
