Traffic Guidance Information System (TGIS) is a very important component of Intelligent Transportation System (ITS). Based on the theory of real-time dynamic allocation, the TGIS employed detection, communications, computers, control, GPS and GIS technologies, for the purpose of providing optimal path guidance instruction and a wealth of timely traffic information. Through the guidance of each single vehicle, it improves the capacity of road traffic, prevents and mitigates the traffic congestion, reduces the time of stay on the road, and ultimately realize the rational allocation of traffic flow in the whole road network.This paper firstly introduced and researched on the status of application, system components, technology characteristics, and then made a conclusion of bottleneck factors which limits the wide application of TGIS in China; Due to the problems of limitation of data transmission, the lack of inforamtion integration and sharing, the lack of valuable guidance information, this paper introduced a novel information system. The novel system employed mobile communication network as the replacement of tranditional wired transmission; constructed an unified management platform for a variety of publishing ways; and also employed data ming technology for deeply analyzing the historical and real-time traffic flow data, for the purpose of obtaining more valuable guidance information.In the novel traffic guidance information system, the author's innovational work focused on:(1) The proposition of a new application model of traffic guidance information system. The novel TGIS employed mobile communication networks for transmitting the guidance information, reducing the costs of infrastructure, while increasing the flexibility; The unified information platform improves the work efficiency, reduced the wastes of information and resources, provides the necessary technical foundation of the expansion of system functions and applications; (2) The proposition of a novel GABP neural networks prediction algorithm. The authour established a database system of TGIS by using database technology; set up a data mining model, proposed GABP neural networks algorithm for the purpose of deeply analyzing the historical and real-time traffic flow data, and prediction of the future traffic flow. And then verified the new algorithm through real traffic data. The GABP algorithm combined the two algorithms and avoid the disadvantages. The use of data mining technology, making the TGIS not only provide a simple real-time traffic flow information, but also enrich the kinds of guidance inforamtion provided.
