In the information age, the Internet is highly developed, e-government and e-commerce as the current one of the priorities of China building has undergone an unprecedented development. Internet tax returns is one of the most important application in e-government field .China has also formulated corresponding returns standards for electronic tax and encouraging the development of on-line tax returns ,it has been achieved positive results. Especially on 1st May 2005, < electronic signature law> was implemented, it is the legal basis of internet tax returns , making the electronic signature of tax returns online has the same legal effect with paper returns. At present ,the returns on internet has become one of the main instruments on returns for taxpayers , and in some areas the number of users has up to more than 70 percent. But in China, online tax returns as a new means of the declaration, it is now generally faced a relations of imbalance between the number of users, technical level with speed of development. Beijing State Revenue online tax returns system has been in operation for seven years, has 190,000 users now. It is one of the nation's largest tax online platform of tax returns. However, the original software difficult to face with business needs, and the rapid growth of users, low efficiency for system operation. The development of tax returns online system version 2.0 in this paper, meet the demand.In this paper, the relevant processes of tax declarations will be analysed deeply; On the base of the technology of digital certificates is grasped and AJAX technology on statements is uesd, putting a online tax returns system with variety of technical integration , it can be convenient to use on the Internet tax returns and related work. As a result of the new statements,on the one hand, in accordance with laws and regulations on the IRD statements operational changes more easily for Inland Revenue Department, not only saves manpower, reduce costs, but also improve efficiency, on the other hand, dismissing the trouble from the Inland Revenue Department to lobby taxpayers queuing and tax returns greatly enhance the accuracy of the reduced tax returns in the process, promote the harmonious development of society.The following aspects were be mentioned in this Paper:(1) Research the business of tax returns and analyze tax returns workflow detailedly;(2) Analysis of the key technology for tax returns , research digital certificates, the application of online tax returns based on the statements of AJAX technology;(3) Design and realization system architecture for online tax returns system;(4) Design and realization online tax returns system's main module;(5) Testing online tax returns system and analyzing the results.With the development of the national economy, more and more demand for online tax returns will continue to have, on the number of users and functionality will be higher requirements. At the same time as new technologies have improved, tax returns online system and will be continuously improved.
