With the maturation of the Third Generation (3G) wireless communication technologies and its commercial use, those evolved 3G technologies became the main targets of the technology researches and standardization researches. In order to play the leading role in the evolved 3G wireless communication area, both the international and internal organizations are all organizing many projects which aim to do researches on the evolved 3G technologies. Among these projects, some are aiming at the market and commercial standardization. These projects include the following: 3GPP LTE (Long Term Evolution) project, 3GPP2 UMB (Ultra Mobile Broadband) project. At the same time, at a higher level of standardization research, the IMT-Advanced project is also actively engaged in the collection and standard-setting.This research project is a pre-research work belonging to the China Academy of Telecommunication Research of the Ministry of Industry and Information Technology. It mainly targets at the E3G wireless communication network. In this project, we designed and implemented the E3G simulation platform. Based on this simulation platform, assessments on the key technologies and system performance were done to serve to the standard-setting work. For E3G and B3G have the common basic technologies, the simulation results can be used on the evaluation of B3G technologies.This paper first gave an introduction of E3G and B3G standardization work, and described aims and methods of system level simulation briefly.Then the paper introduced the design of system level simulation platform of E3G downlink system by giving the parameters and composed modules of the platform. Then the simulation results were given. The throughput of the MIMO system using precoding technique and the evaluation of different schemes were shown in this section.Finally the key technologies of physical layer and data link layer of E3G system were analyzed, especially for the inter-cell interference coordination technique. Softer frequency reuse scheme was a kind of inter-cell interference coordination schemes with high performance and low complexity. The optimal parameters configuration was got in this part. The simulation results showed that softer frequency reuse could bring greatly enhancement to 5% user throughput comparing to soft frequency reuse, but could cause a slight decline to the total throughput.
