With the changes of users' requirements, the communication world technology is experiencing a tremendous change from the easy means of communication to the diversification of communication. NGN (Next Generation network) is proposed under the background of network integration. But the convergence and connection about heterogeneous network bring some new security problems. And how to solve the massive, multi-dimensional security information that the network security equipments generates and make fast, timely response, has become the research concentration of the network security. Therefore, NGN risk assessment seems particularly important. It achieves the purposes of protection of the safe and taking effective measures to solve multiple security problems. In the process of network risk assessment, risk analysis is the most important aspects. Therefore, NGN risk analysis is the core of NGN risk assessment.State Key Laboratory of Networking and Switching Technology of Beijing University of Posts & Telecommunications (BUPT) is responsible for the State 863 Project "Safety Evaluation Technology and Tools For NGN". NGN risk analysis system in this paper is an important part.The paper first introduces the research background, the knowledge of NGN, network risk assessment and network risk analysis. With the reference of NGN security needs and traditional network risk analysis methods, points out the advantages of these methods, as well as the deficiencies when these methods applied to NGN. With combination of the characteristics of NGN, it provides NGN risk analysis model based on services and the methods to quantify and calculate network risk based on services. This model provides a theoretical foundation for NGN risk analysis system. Next, based on the proposed theoretical model, this paper gives the programs of NGN risk analysis system design and implementation. It not only includes a static description of modules and objects, but also the dynamic description between objects and modules. Finally, this paper describes NGN risk analysis system testing process to confirm the correctness and practical features of the model from a practical point view.
