With the continuous expansion of the size of the network, in view of low efficiency of the past artificial warning network and the incapability of early warning and inadequacy of accuracy, this paper presents a system basing 7th signaling monitoring system, named telecommunications traffic monitoring and early warning system. It have achieved Practical application in Communications.The system monitors various types of indicators of telecommunications traffic, providing an effective support for centralize maintenance and management, network optimization, monitor of network quality, early warning, quickly positioning malfunction and so on.This paper carried out on the following works:1. Analyse requirement of Telecommunications network traffic monitoring and early warning systemFrom analysis of the current network traffic statistics, monitoring, early warning, Gets the detail functional requirements of this system and the goal which is to strengthen the initiative maintain to communication network, make early warning to parameters of the communications network operation mutation , early implementation of prevention and control measures, as far as possible to avoid network failures and improve network quality, to get the scientific management for network operating system.2. system design and detailed design to Telecommunications network traffic monitoring and early-warning systemAccording to the telecommunication network traffic monitor and early-warning system's demand analysis, carries on the system design. Above the telecommunications 7th signaling network, builds the 7th signaling monitoring system for collecting signaling, and then calculate and form the record of the CDR. Afterward telecommunication network traffic monitor and early-warning system calculate a variety of real-time value of traffic indicator,and monitors and forecasts the value of relay group, caption and so on. Then achieves the function of early warning.3. Carries on programming to the telecommunication network telephone traffic monitor early warning systemThe system uses a comprehensive UML development process, from needs analysis, design to coding. Using technology of persistent object, named ECO, which is a relational database to object mapping, so that the system had a complete object-oriented programming. In the process, built thousands of objects, and built their complex inheritance and relationship. Designed telecommunications traffic forecast to use artificial neural network as a tool for forecasting traffic on the system, and improved this artificial neural network.4. Carries on the test to the telecommunication network telephone traffic monitor early warning systemCarries on the test of the telecommunication network telephone traffic monitor early warning system's function, including the traffic statistics and the inquiry, the warning, the short message transmission, the automated analysis procedure realization. Appraises system's effect and function in appliaction.
